On topic: I like this idea. Here are some of my thoughts...
The cost to your warp core for a warp should also depend on the distance you are warping. I don't know what the calculation CCP uses to determine warp distance/cap is, but a warp at exactly max range should cost 50% of your warp core, scaling down with the square root of the distance proportion... so if you're trying to warp 1/4 of your max range, the warp core cost is 25% (half of what it normally is). So if you're trying to escape a tackler, you've a better chance of success if you're trying to warp somewhere close rather than somewhere really far away (of course, your core will still be really low if/when you enter warp, so it may be horribly inaccurate).
Warp inaccuracy should be determined as a distance from the warp target in any direction, not necessarily in the direction you came from. Otherwise you haven't really solved the IJBM problem. So even if you're going to come out of warp 25km away from the gate, you still don't know which direction you'll come out.
Warp recharge should be heavilly skewed towards faster recharge at higher warp-core levels. I think J0sephine already said this, but I think it's really important. to charge from 0% to 50% should take two minutes -- this means that even suicide tacklers who manage to make a real hit on your warp core and then get wtfpwned have still made a really valuable contribution to the fight. charge from 75% to 100% should take closer to 15 seconds, so short warps don't bring you down hard.
In the current warp system, cap for entering warp is deducted as soon as you send the warp instruction. Warp core should be reduced <b>as you enter warp</b> not before.
Finally, warp core should not recharge in warp (I think this was already said) because then longer warps may recharge more of your core than shorter ones would.
I like the idea that there is some visible cue showing that a ship is entering warp. I don't know what it should be, but there should be something...
